What is wrong with scanned
drawings?
Most of them are soiled and simply scanning
and dumping them into the system might give very poor
understanding.
All scanned drawings together could occupy huge file
size.
Taking 'print-outs' of such scanned images doesn't give a
clear output.
Enlarged views (zooming in) of scanned images give
very poor resolution.
They can never be made interactive by easy
means.

The immediate solution that strikes is to rework
the drawings using CAD to give clear outputs. However CAD greatly falls
short of the requirement in that, CAD requires dimensions. But who could
give the dimensions of hundreds of equipment with thousands of components?
In fact, unlike design requirements, for operation and maintenance you
don't require CAD drawings. And for any CAD drawings, which might exist
(for new equipments), there are very less interactive user-friendly
features.

colorful images, which can be exploded or even animated if
